Lottery culture is not new. Back in the mid-1600's the colonists of the new found colonies that became the Americas were starting to revolt against lotteries indicating they felt that it was a hidden tax. Those feelings and vocal opposition to lotteries continued for centuries until the early 1900's when lotteries were outlawed within the states. Over the course of the last ninety years the US has reversed its stance on lotteries but many people still believe that lotteries are a hidden tax and do not offer a fair chance at winning.

A letter to the Chief Minister for the University of India summed up the negative view of lotteries by the people of India. The letter stated that they felt that lotteries were the most senseless , speculative investments on the face of the earth. They felt lotteries were deceitful and cited the odds of one local lottery at 14 million to one and stated that any hope offered by the lottery was a false hope. The letter went on to say that any economic outlook was a negative one and that lotteries represented a harmful practice of unwise investing.

Lottery culture represents a negative aspect of lotteries. Not all that lotteries bring is bad. The money that lotteries bring in exceed the payout or jack pots. The difference is typically split amongst the entities where the lotteries exist. The Powerball is a good example of the good a lottery can do. Powerball typically brings in excess of $200 million to each state that the lotter is in per year. The proceeds are a potion of the revenue the lottery produces and the state gets a percentage of that take. Powerball has been in existence for well over 10 years making the numbers staggering for each state. It is impossible to argue that the lotteries do not provide for good.

Many state universities are attempting to use lottery culture to their advantage. It is meeting with mixed reactions. Many people argue that rather than using a lottery based approach to funding the universities should take a long term and sound financial investment approach. Other are arguing that the universities require an infusion of cash now and the best way to get that large cash pool is to conduct lotteries. Regardless of which side of the fence you sit you can not dismiss the large amounts of cash that lotteries generate. As long as there people with less money than they desire there will be a lottery for them. The opportunity to get a chance to win millions is just too appealing for most. With online lotteries becoming more and more popular there is no way that lotteries will not be around for a long time.
